Capital Area council of Governments (CAPCOG) is accepting applications for a GIS Analyst II. This position performs complex geographic information system work. Work involves input and manipulation of geographic information to create, maintain, display, update and produce accurate maps and other representation of data; assimilation and organization of data from multiple sources using advanced geoprocessing, model building, and geocoding; monitoring and maintaining CAPCOG Information Clearinghouse website and data content; assisting the director with the Capital Area Geospatial Base Mapping (GeoMap) Project and other duties as assigned. Reports to the Director of Regional Services.
Education: Bachelor’s degree with major course work in GIS, regional planning, geography, or related field is preferred.
Experience: Three years experience in GIS with duties that directly relate to the duties of this position. Education and experience may be substituted for one another.

Summary of Position: Highly experienced senior level GIS Analyst and Database Administrator with strong skills in ESRI GIS 9.x and SQL/SDE to administer the agency Enterprise Geodatabase and GIS web services. Work involves maintaining and administering the ArcSDE/SQL based Enterprise Geodatabase. Works under limited supervision with considerable latitude for the use of initiative and independent judgment.
Examples of Work:
1. Administers the ArcSDE/SQL Enterprise Geodatabase and ArcGIS Server.
2. Develops and implements web-based map applications using ESRI APIs, including Flex, .NET, Silverlight, and iPhone.
3. Supports the agency GIS users’ technical issues such as data loading, geoprocessing, desktop/web integration.
4. Provides guidance for database and application development to GIS Program Manager and Director of Data Services.
5. Provides general database support, technical assistance, and consulting to agency staff.
6. Provides support for Geographic Data Committee and handles data requests for aerial imagery and related products.
7. Administers GIS licenses and plan for GIS software updates.
Minimum Requirements:
1. A minimum of three years of post-academic programming experience with ESRI ArcGIS Desktop applications and Relational Database Management System experience is required.
2. Graduation from an accredited four-year college or university with major course work in Computer Science, geography, or IT related field with focus on relational database systems.
3. Must be able to demonstrate working knowledge in one or more of the following areas:
• ArcSDE Enterprise Geodatabases, Personal Geodatabases, and Shapefiles;
• Relational Database Management Systems (RDBMS) such as Oracle (9i/10g) and SQL Server;
• Web based mapping applications using Flex, .NET, or Silverlight APIs, with a strong preference for applicants knowledgeable in Flex;
• Web application development with HTML, VBScript, JavaScript, .ASP, ArcXML;
• Programming skills in Visual Studio, VB.NET, C#, JAVASCRIPT, and ArcObjects.
4. Must be a self-starter able to work in a fast-paced environment with excellent communication skills, problem solving skills, and demonstrated success in working in a team environment to deliver the expected results.
5. Acceptable written and verbal communication skills.

* GIS Applications (GISC 2411)

Students will be challenged with three real-world projects that allow students to apply GIS knowledge and skills to everyday life and their chosen careers.
* Advanced Problems in GIS (GISC 2250)

Students will select a semester-long, real-world project that applies geospatial tools they are interested in, but have not had the chance to explore. For example, a student may choose to produce a vegetation map of the Balcones Canyonland Preserve (BCP) using raster GIS. Another student may wish to use Spatial Analyst, 3D Analyst and other tools to create three dimensional models of the BCP.
* Scripting for GIS (GISC 2250)
