Joe Chapa is the current president for SCAUG. Joe is the Project Manager for the City of New Braunfels, Texas. In my current position, I oversee the implementation and integration of Asset and Land Management with GIS. Prior to arriving to the City of New Braunfels, Joe was Director of GIS for the City of San Antonio. The team I managed developed and established an enterprise GIS system that included 36 department and 200+ GIS users.
Joe also worked for the South Florida Water Management District - SFWMD. There Joe, developed GIS viewing tools for pre and post hydrologic models in ESRI software. Member of SFWMD - Emergency Management Office that provided GIS support for South Florida which included sixteen counties from Orlando to Key West, Florida. Involved with Hurricane recovery starting with Hurricane Andrew in 1992 through Floyd in 1999, and Value Jet - Flight 192 that exploded over the Everglades. He has been a member of SCAUG since 2001 and looks forward to serving as President.

Cindy Tuttle, GISP

Back when GIS was still a dream, Cindy earned her Bachelor’s Degree in Geographical Education at Concordia University in Seward, Nebraska and her Masters in Geography at the University of Nebraska, Omaha. Since geographer positions weren’t easy to come by then, Cindy spent the next eighteen years as a science teacher and then as a principal before making her dream to work as a fulltime geographer come true.
Now she spends her days at San Antonio Water System as a Sr. Resource Analyst in the GIS Mapping Department. She is responsible for making the GIS enterprise work with a new asset management system that makes GIS the owner of 9,300 miles of pipe. Each day is a challenge to keep track of the underground assets as well as find new and better ways to provide that valuable information to the crews. Prior to working at SAWS, Cindy worked as a GIS Analyst for the Texas State Department of Health and for the Alamo Area Council of Governments.
Cindy and her geographer husband have two wonderful grown children and spend their free time traveling preferably to mountains or northern islands. Cindy was secretary for SCAUG from 2004 to 2008 and is looking forward working with everyone again this year.
Garri Grossi, GISP

Garri Grossi has been the appointed Treasurer for SCAUG since 2005. Garri is the Senior GIS Analyst for the City of Plano, where he has been for over 10 years. He is also an Authorized Teaching Partner with ESRI and instructs users in Introduction to ArcGIS I and II.
He has been a member of SCAUG since graduating the University of North Texas in 1996 with a Bachelor of Science in Geography and a Minor in Computer Science under the guidance of many of the expert professors and staff such as Dr. Bruce Hunter and Dr. Paul Hudak. He currently lives in Richardson and is looking forward to helping you be a part of the fun and interesting future of the South Central Arc User Group.
Shellie Willoughby

Shellie Willoughby is the current secretary for SCAUG. Shellie is the GIS Specialist for the Oklahoma Conservation Commission for which she has worked for almost 10 years. While working for the Oklahoma Conservation Commission she has been involved in the coordination efforts of the Oklahoma GI Council and the nationally recognized GIS Day at Capitol which is held each Spring. She has a Bachelor and Masters of Science degree in Geography from Oklahoma State University.
As a member of SCAUG for 10 years Shellie has served on the SCAUG Board as the Membership Coordinator, Oklahoma Regional Representative, and Assistant Conference Coordinator as well as various positions in the Oklahoma Chapter of SCAUG. Shellie and her husband Richard have been married for 7 years.
Justin Cure, GISP

Justin is the GIS Manager for the City of Longview, Texas. When Justin started at Longview four years ago it was his responsibility to build an enterprise GIS. The GIS Division now consists of six employees, has an enterprise license with ESRI, and supports every City department. Justin received his Bachelor of Science in Geography from Stephen F. Austin State University in 2000. During college he assisted the HUES GIS Lab in creating a GIS for the City of Nacogdoches, Texas. He began his professional career at the City of Arlington, Texas as a GIS Technician.
Later, he was promoted to GIS Supervisor where he provided support for multiple departments including Water Utilities, Public Works, Planning and Parks. Justin is an ESRI Authorized Instructor and a Certified GIS Professional. He is the President of the East Texas GIS & GPS User Group. Justin has been a member of SCAUG since 2002 and has served as the Assistant Publications Coordinator, North Texas Representative, President, and Past President.

Lydia Sauceda, GISP

Lydia Sauceda is the Manager for the mapping department at CPS Energy, the local utility company in San Antonio, Texas where she has worked for the past two and a half years. Lydia retired from the Bexar Appraisal District in San Antonio Texas after 24 years of service. She was the GIS Supervisor for the B.A.D. GIS Department for 11 years. She started her GIS career in 1989 before hand was updating maps using a mechanical pencil, compass, and protractors since then has been successfully updating, maintaining, and managing a successful Enterprise GIS system. Lydia has witnessed first hand the dramatic impact GIS has made on the local community.
Lydia has a Bachelors degree in Geography and in addition to her full time job is attending night classes to pursue a Masters in Geography from Texas State University. She is active in local GIS user groups and in teaching GIS classes to the local GIS community. Lydia has been a SCAUG member since 1996 and became an officer in 2005 as Conference Coordinator, Texas Rep. in 2006, and Co-Conference and Conference Coordinator in 2007, 2008, and 2009.
Outside of GIS Lydia enjoys camping, going to the movies or just staying at home to watch a good movie. As a Geographer she loves to travel and experience different cultures and as she phrases it “Discover Different Earth Settings”.

Growing up in a military family, I always found myself being introduced to new places, and as a result I constantly had questions about how the environment around me actually worked. My quest for geographic knowledge landed me a Bachelor of Arts in Geomorphology from Arizona State University in 1993 and a Masters in Applied Geography from Southwest Texas State University in 1998.
My career has allowed me to map natural resources along the Texas Coastal Bend for Texas Parks & Wildlife, provide National Pollutant Discharge Elimination System geospatial support for the City of Dallas, and currently manage the environmental GIS efforts for the City of Fort Worth. I reside in Euless, Texas with my husband and beautiful daughter. If we are not home, you can bet we are either in the Hill Country working on our property, offshore fishing for the BIG one, or spending the day outdoors.

Michael currently serves as the GIS Coordinator for the City of New Braunfels, Texas, where he has worked for the past two and one-half years. He began GIS in 1998 and has worked with the Bureau of Land Management, National Park Service, and the City of San Antonio. His primary task with the City of New Braunfels has been to migrate from a single workgroup environment to an enterprise GIS program integrated with other systems. Professional highlights include assignment as a first responder to the space shuttle Columbia incident and receiving the 2009 SCAUG Founder’s Award.
Michael is a GISP and holds a Masters degree from Northern Arizona University, where he now teaches as an adjunct professor (online). Outside of GIS, he also enjoys the other 3Gs: guitar, golf, and Grand Canyon. He has been a member of SCAUG since 2004 and looks forward to serving as Outreach Coordinator.

Anne Mackey GISP, has been involved in GIS since 1999, and received GIS Certification from Tarrant County College in 2005. She is currently employed with Tarrant County Transportation Services and has worked in the planning department since 2004. being on the ground floor of a enterprise GIS for the county has allowed Anne to evolve as a GIS professional, being integral in developing, customizing, and maintaining GIS applications for the Transportation Department and Tarrant County. Anne has been a member of SCAUG since 2006, and is proud to represent the North Texas Region this year.

Deven Rohrer, GISP

Deven Rohrer is a Senior GIS Analyst with PBS&J in Austin, Texas. She has been a member of SCAUG for several years, and recently became the SCAUG South Texas Representative. While working for PBS&J the past 4 years, Deven has also been involved with Supporting Women in Geography and GIS (SWIGGIS-Austin) and the Central Texas GIS Group (CenTexGIS), and currently serves on their committees.
Deven received both her Bachelor and Master of Science degrees in Geography from Texas A&M University (WHOOP!!), where she taught GIS labs during graduate school. She has lived in most of the major cities in Texas, but finds Austin to be the best fit outside of Aggieland. Charles Brady III is currently the Oklahoma Regional Representative & has been involved with SCAUG for over 9 years. Charles worked for the Garvin County Assessors Office & Carroll Land Surveying while attending college at East Central University. He graduated from East Central University with a bachelor degree in Cartography in 1999 and has worked for the City of Ardmore as the G.I.S. Coordinator since 2000. During this time Charles has served on both the Oklahoma Chapter SCAUG Steering Committee & the Regional Board of SCAUG in various positions. Charles & his wife of 9 years Penni have 2 children, a 4 year old son Charles IV & a 1 year old daughter Calin.

Jim Steil

Jim Steil currently serves as the Mississippi SCAUG representative and works during the day as the Director of the Mississippi Automated Resource Information System [MARIS]. He has been an ESRI user since 1993 and has had a growing interest in GIS policy as the technology continues to advance. National States Geographic Information Council [NSGIC] member since 1999, he currently serves as the academic representative to the MS Coordinating Council for Remote Sensing and Geographic Information Systems.
Jim is a graduate of Mississippi State University (BS Geology, MS Geosciences) where his character was built during most every sporting event. Lived in 4 states, visitor to 38 states, Jim has been a Mississippi resident for 30 years. Happily married with 2 beautiful daughters, Jim is enjoying the present while looking forward to becoming old and telling young people how it used to be ‘back in the day’.

Stacia Canaday

Stacia began working for ESRI in 2002. She is the Training Sales Consultant in the San Antonio office, handling training-related inquiries and sales. She also teaches courses focusing on geodatabases, ArcSDE technology and Microsoft SQL Server. Stacia studied geography and geology at the University of Oklahoma. After graduating, she worked at a GIS consulting company in Oklahoma City, where she was a technical marketer and taught ESRI classes as an Authorized Instructor.
Stacia’s been involved in SCAUG since 2001, both as a member and instructor of the pre- and post-conference classes. Since 2007, she has served as the ESRI representative to SCAUG. This appointed position is chosen by the SCAUG president and ESRI regional manager.
If she’s not teaching, you can usually find Stacia cheering for the Sooners, especially during college football season. She also loves to bake and has been known to bring snacks to share with her students. Her other pastimes include reading, playing with her dog and taking golf lessons from her favorite golf pro (her husband),Scott.
