Job Purpose: Provide advanced Geographic Information System (GIS), technology and project management support to the East Texas Council of Governments (ETCOG) and their customers.

Results Expected and Duties Performed




Provide professional and advanced technical support to ETCOG's enterprise GIS program through data integration, business development and program management by operating ETCOG provided software and hardware to include Microsoft Office products and ArcGIS; developing processes and procedures for collecting, analyzing, and accurately maintaining GIS data; running quality control checks on data; making recommendations on tools and activities needed for keeping GIS data updated; maintaining metadata; providing project management support through organizing and scheduling work related tasks to additional GIS staff; assisting in selection of GIS support staff as needed.


Ensure administrative support and maintenance of the (GIS) program by collecting, integrating and maintaining data; coordinating projects, creating database structures and providing software support; communicating data requests and resolutions to other divisions and external organizations; providing training and technical assistance on GIS systems to ETCOG staff; researching and troubleshooting to resolve issues with software, programming and conceptual questions; converting and downloading geographical files and attributes; providing data loading services, maintenance of toolbars, database connections and other services as needed on a periodic basis; assist with additional projects and duties as requested or needed.


Assist the GIS Services Program Manager by participating in agency and regional GIS meetings; tracking project status and providing updates as necessary; remaining current on GIS technologies and techniques through interaction with other GIS professionals and review of industry literature; suggesting program improvements or methodologies based on current best practices; creating and preparing GIS-based maps, graphs and data solutions for ETCOG staff and external organizations; incorporating GIS edits into other files; manipulating and analyzing data to produce reports, maps or graphs.


Support the Information Technology (IT) team by providing assistance or support with various assignments and projects as needed or requested.

Education: Bachelor Degree in Information Systems, Computer Science, Engineering, Geography, Urban Planning, Graphic Design or closely related fields of study preferred.

Experience: Minimum 3 years' experience in development and administration of GIS systems; experience with coordinate geometry in GIS or CAD, real estate title work with emphasis on identifying and interpreting complex recorded conveyance documents containing complex property, legal descriptions and boundaries; experience researching property land records; equivalent combinations of work experience and education will be considered.

Skills and Abilities: Must possess thorough knowledge of GIS software including ArcGIS products from Environment Systems Research Institute (ESRI); knowledge of principles, practices, and technologies of computer based mapping and geographic related data systems and their integration into an information system; understanding of programming language to include Java, C++, Python, SQL or .NET; ability to listen and comprehend information and ideas presented verbally or in writing; excellent interpersonal skills; ability to establish and maintain positive and cooperative working relationships with all levels of staff and outside customers.

Other: Valid driver's license and a safe driving record.

Decision Making: May make some alterations when following established procedures.

Interpersonal Communication: Internal customers at all levels; business partners and governmental agency representatives; elected officials; outside vendors and the general public on occasion.

Confidential and Sensitive Information: Access to 9-1-1 and Homeland Security information.
