PURPOSE OF POSITION

Design, develop, implement and maintain business solutions by analyzing the operations and design of the City of Tyler so as to propose ways to improve its structure, efficiency, transparency and cost effectiveness or other organizational enhancements. This is accomplished by analyzing, through technical incorporation, relevant data to improve Business Intelligence using a variety of techniques, ranging from simple data aggregation via statistical analysis to complex data mining and predictive analysis, communicating findings to relevant senior staff and subsequently recommending a course of action. Data reporting, storage and integration along with software updates. Also, publication of appropriate data for public transparency, using either a widget or open data portal and other duties as assigned.

ESSENTIAL FUNCTIONS

Extraction of data, e.g. Data Mining.

Analysis of data for trends and anomalies by using advanced mathematics, mostly probability and statistical methods to perform analysis of extracted data.

Research available advanced analytic methods included in the IBM BI software.

Presentation of data using graphic design to create graphs with clear concise focus.

Communicate with department heads to develop solutions, including managing projects from start to finish with organization and time management skills.

Ability to communicate findings to a range of technologically advanced individuals.

Publication of data to portal, including importing widgets into existing city portals, updating the portal with periodic data, and creating goals and monitoring progress of defined goals.

Working with and training key personnel by helping to develop environment, including databases and data sets, for departments through the City and educating individuals or groups of employees to deploy software for citywide use.

BI System Management including system maintenance and upgrades for Business Intelligence software periodically.

MINIMUM QUALIFICATIONS

Education and Experience: Bachelor’s Degree plus three (3) years’ experience in a relevant field is required, with five (5) years’ experience preferred. Should have experience in computer hardware, ArcGIS, IBM BI (Cognos), SQL Server, SunGard, MS Office, and OpenGov. Advanced reading and math, including the ability to read and review technical journals, abstracts, financial reports work with advanced mathematical operations methods and functions of real and complex variables.
