MEETING PERFORMANCE EXPECTATIONS

SUMMARY:

Responsible for planning, developing, maintaining, and monitoring the River Authority’s integrated Enterprise Geographic Information System (GIS).

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

  • Plans, organizes, and coordinates workloads of the GIS team; prefer some familiarity with or willingness to adopt Agile practices (prioritization/sprint management).
  • Evaluates current advances in ESRI and related software and promotes the use of appropriate technologies and applications; develops a strategic vision for GIS at the agency.
  • Provides technical and project management support related to GIS data, analysis, or applications/viewers.
  • Publishes and manages web map services on ArcGIS Enterprise and ArcGIS Servers.
  • Designs, develops, and manages GIS enterprise geodatabases and spatial data workflows and organization.
  • Educates and trains users on using desktop and web-based GIS; assists in troubleshooting GIS problems in addition to identifying and defining user needs.
  • Researches and implements business intelligence solutions and visualizations, such as reporting services, dashboards, decision support tools, etc. and integrates these with geospatial solutions.
  • Works with other Information Technology staff to coordinate support for GIS functions, tasks, activities, and projects.
  • Negotiates, prepares, and manages consulting and service contracts to ensure compliant, timely, and cost effective GIS deliverables are met.
  • Collaborates with partner agencies and organizations at the federal, state, regional and local level.
  • Assists the public with data mapping and other GIS requests.
  • All other duties as assigned.

QUALIFICATION REQUIREMENTS:

 The requirements listed below are representative of the knowledge, skill and/or ability required to successfully perform the essential functions of this position.

SUPERVISORY REQUIREMENT:

 This position directly supervises the GIS Analysts.

 EDUCATION and/or EXPERIENCE:

An Undergraduate Degree from an accredited college or university in Geography, Computer Science, Geographic Information Systems, or a relevant discipline and five (5) years of progressively responsible experience using GIS applications; or a combination of experience and education that results in the required knowledge, skills, and abilities is required.  

SPECIAL QUALIFICATIONS:

Desire experience with ESRI ArcGIS (v10.3,1 or higher) and ArcGIS Pro; experience with organizational ArcGIS Online or Portal management, ESRI Web AppBuilder, ESRI Open Data; familiar with Standard Operating Procedures (SOP), data Quality Assurance/Quality Control (QA/QC), data models, and metadata standards; familiar with Microsoft SQL Server, enterprise geodatabases (SDE), scripting using Python, JavaScript; experience with ArcGIS Enterprise (Portal) and ArcGIS Server management; familiarity with or willing to learn and apply Agile Scrum methodology and approaches; ability to effectively summarize and report work progress; ability to learn new skills and technologies related to the GIS industry; ability to manage multiple tasks/priorities simultaneously in a fast paced environment working independently or in a team environment and produce the desired results with tight deadlines.  Prefer supervisory experience and the ability to manage a team of GIS analysts and coordinate work with multiple department and project managers.

Must have and maintain a valid driver’s license and an insurable driving record.

LANGUAGE AND REASONING SKILLS:

Ability to provide excellent customer service; ability to understand written or oral instructions; read, analyze and interpret documents, instruction manuals, policies, and procedures is essential. Strong interpersonal skills are essential to maintain effective working relationships with elected officials, agency representatives, civic groups, employees, and members of the general public. Must have experience in successfully directing, coordinating, and supervising the accomplishment of tasks by others. Must have excellent technical writing and report preparation skills. The ability to work effectively and efficiently, under sometimes stressful conditions, to ensure deadlines are met is essential.

PHYSICAL DEMANDS:

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

Work is largely sedentary; must be able to sit and stand for extended periods of time and intermittently walk, climb, balance, bend, crouch, and reach while performing office duties.  Regularly and safely lifts, carries, and handles supplies and equipment weighing at least 30 pounds. Occasionally lifts and carries up to 40 pounds approximately 15 feet.

WORKING ENVIRONMENT:

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.

Work is typically performed in a well-lit and adequately heated and ventilated office environment and requires observance of safe work practices, fire regulations, and avoidance of falls, trips, and similar office work hazards. Occasionally, work is performed outdoors when visiting work sites and projects. 

The stress level for this position is moderate and the workload often requires this position to work non-traditional hours to ensure deadlines are met in a timely manner. Must be able to perform in a small but highly professional team oriented environment.
