Charles E. Brady III, GISP

City of Ardmore, OK



Charles Brady III has been involved with SCAUG for over 15 years. Charles worked for the Garvin County Assessors Office & Carroll Land Surveying while attending college at East Central University. He graduated from East Central University with a bachelor degree in Cartography in 1999 and has worked for the City of Ardmore as the G.I.S. Coordinator since 2000. He has his GISP and is an Honorary Member of the Oklahoma Society of Professional Land Surveyors. During the past 18 years Charles has coordinated and developed in every aspect of a municipal GIS as well as served several regional GIS organizations in various roles. Charles has served actively for many years in various capacities on the Carter County E911 Committee along with other regional committees. Charles also serves as the Municipal Government Representative on the Oklahoma Geographic Information Council. During this time Charles has served on both the Oklahoma Chapter SCAUG Steering Committee & the Regional Board of SCAUG in various positions. Charles & his wife of 18 years Penni have 2 children, a 14 year old son Charles IV & a 11 year old daughter Calin.

Shellie Willoughby, GISP

 Shellie Willoughby is the GIS Specialist for the Oklahoma Conservation Commission for which she has worked for the past 18 years.  While working for the Oklahoma Conservation Commission she has been heavily involved in the coordination efforts of the Oklahoma GI Council as well as the Oklahoma Office of Geographic Information, where she currently serves as the Assistant State GIS Coordinator.  Prior to working for the Conservation Commission, Shellie received a B.S. and M.S. degrees in Geography from Oklahoma State University

As a member of SCAUG for 18 years Shellie has served on the SCAUG Board in various positions for the past 13 years as well as held multiple positions in the Oklahoma Chapter of SCAUG, where she currently serves as Chair.  Shellie loves to travel with her family and has been to 45 of the 50 states. When not at work Shellie can be found enjoying the great outdoors with the two favorite men in her life, her husband, Richard, and her 8 year old son, Andrew.

James Allen

Carter County, OK



James Allen graduated from East Central University in 2005 with a Degree in Cartography/Geography. James has been employed as the GIS Coordinator for Carter County, OK for 7 years, and he also serves as the IT Director and various other jobs for the county. He has been a member of SCAUG for 10 years and has served as the regional Treasurer since 2011.

 Justin Cure, GISP 

 City of Longview, TX


Justin Cure is the Information Services Manager at the City of Longview, Texas. During his 13 plus years at the City, Justin and his team have created an enterprise GIS from scratch, implemented a citywide GIS-centric work order management system in the cloud, implemented a mobile app to take citizen requests, migrated email to Google Apps for Government, rolled out VDI, and strengthened the City's security posture. Justin has a strong belief that IT and GIS make the World a better place to live by solving problems and improving processes. Justin is also the President of the East Texas GIS & GPS User Group and the President of the East Texas Chapter of the Texas Association of Government IT Managers. He has been a member of South Central Arc User Group since 2002 and has served as Publications Coordinator, North Texas Representative, President, and Past President. Justin is a Certified Government CIO, Certified GIS Professional, and Certified Public Manager. During Justin's free time he enjoys ​spending time with his family, ​reading about technology ​ ​and traveling. He has been to 49 states and 11 countries

  J Scott Sires

Scott is one of SCAUG's two co-founders, has been involved in GIS since 1989, attended Brookhaven College and UNT. He joined Brookhaven in 2003 and currently teaches college geospatial technology courses. Scott will tell you he has 4 children, his son Josh in 1988, SCAUG in 1989, his daughter Emily in 1992 and the GIS Program at Brookhaven in 2005. Scott works with SCAUG to bring people together, to share ideas and to work toward that next thing coming in our field. Scott has been a member of SCAUG since it began.

I have been a member of SCAUG since 1996, an active Board member since 2005 when I first served as Conference Coordinator, went to serve as Texas Rep in 2006 and Conference Coordinator/Conference Coordinator Elect since 2007. As Conference Coordinator I believe having the Regional Conference in places SCAUG has never been or not been recently.

Since 2006 work for CPS Energy in San Antonio, the largest municipally owned energy utility company in gas and electric as Manager responsible for GIS data of all new construction in San Antonio. Prior to CPS Energy retired from Bexar Appraisal District after 24 years of service. I’ve been actively learning GIS software since 1989 now successful in managing an Enterprise GIS System.

With a Bachelors degree in Geography from UTSA, pursing a Masters degree from Texas State as time allows. I am active in local GIS User Groups, GIS Day, member of URISA, EGUG, WEN, AAG, coordinate meetings with the local Women in GIS known as WIGIS and Chairman of Cadre Facilitators for the San Antonio Woman’s Chamber of Commerce.

As a Geographer I love to travel local and abroad meeting people and experiencing different cultures, as I like to phrase it “Discover New Earth Settings in Different Projections”.

I'm a scientist at heart; and a bit of a tinkerer. I love using GIS to solve spatial problems. After earning my Master’s Degree in Geography in 2002, I began a career as a satellite imagery analyst; creating vegetation maps and performing other spatial analyses for wildlife biology studies at The University of Montana's Cooperative Wildlife Research Unit. In 2008 I continued my career, after starting a family and moving cross-country, with Meshek & Associates PLC where I now specialize in 3D data analysis, server applications, and mobile data collection technologies.  I have been an active member of Oklahoma SCAUG since 2008, and have been a member of the SCAUG Executive board as the Oklahoma Representative since 2014. I aspire to bridge the gap between the GIS “Geeks" and “end-users” by presenting the technology in a way that everyone can relate to and understand. I believe Geography is the hub of many disciplines, and if applied correctly, can be the means by which we connect and make sense of them all. GIS is the grease on the axles of business!

Derrick Holland

Derrick Holland is a 1989 Honors Graduate of Lamar University's Institute of Technology Department, receiving an Associates of Applied Science Degree in Computer Aided Design Drafting. Derrick began his drafting career with a local engineering companies and Texaco Research and Developments Environmental Research Division. In 1993 Derrick began his employment with the City of Port Arthur's Public Works engineering Division as a Senior Engineering Technician. In June of 2013, the City of Port Arthur began to implement its newly formed GIS Division where he was awarded the position of GIS Cooridinator.

  Louisiana Representative


As the Louisiana Representative for SCAUG, my goal is to strengthen the bridge between private and public sector GIS in Louisiana and work to get more students involved with SCAUG as the next generation of GIS professionals. I am a 2014 graduate of the Geography & Anthropology program at Louisiana State University and I LOVE geography. My academic background is in human & cultural geography but I have always kept a foot in the professional GIS world from interning with engineering companies to working through college as a GIS intern for the Florida State Senate Committee on Reapportionment, but now I work at APTIM in Baton Rouge as a database and web services manager.


 Scott Trapolino, GISP

  Mississippi Representative:


Scott Trapolino attended Delta State University in Cleveland, Mississippi (MS), where he earned Bachelor’s degrees in Geography and Political Science and a certificate in Geospatial Technologies.  At Delta State University, he worked at the Center for Interdisciplinary Geospatial Information Technologies as Assistant Project Manager/Recruiter/ Instructor, where he assisted in the compilation of Geospatial Needs Assessments and Implementation Plans for Three Rivers Planning and Development District, Tunica County Emergency Management Agency, and the Yazoo-Mississippi Delta Levee Board.  In addition, he worked with first responders and emergency management teams in the creation of USNG map books during US hurricanes that made landfall between 2008 and 2010.  In 2010, he was appointed president of the GITA Gulf South Chapter and currently is a Board Member for the Memphis Area Geographical Information Council and Mississippi Association for Spatial Technologies. At present he works for DeSoto County, MS, as the Senior GIS Analyst and represents the State of MS as a GIS Coordinator for the Statewide Technical Advanced Rescue Team and works with the Technical Users Group for the Mississippi Coordination Council for Remote Sensing and GIS.  Also, he is Principal and Project Coordinator for Everything is Somewhere, LLC.  Currently he is attempting to fill the shoes of the past Mississippi SCAUG Representative (Lauralee Gann) and is looking forward to serving Mississippi SCAUG members and bringing GIS and SCAUG to the forefront in assisting Mississippi Geospatial Organizations.  

Tori Smith

 Esri - San Antonio, TX

  Esri Representative:

Tori Smith has been the Regional Office Administrator for the San Antonio, Houston and Dallas Esri offices since early 2016.  Within each office she provides support for the State and Local Government, Architecture, Engineering and Construction (AEC) and Natural Resources teams and leadership.  She will provide support and serve as a liaison on behalf of Esri for all engagements involving Esri staff.
