2020 OKSCAUG Committee Members
Shellie Willoughby (Chair) - Shellie Willoughby is the current Chair for OKSCAUG and Vice President for SCAUG. Shellie is the GIS Specialist for the Oklahoma Conservation Commission for which she has worked for the past 20 years. She also serves as the Assistant State Geographic Information Coordinator for the Oklahoma Office of Geographic Information. While working for the Oklahoma Conservation Commission she has been involved in the coordination efforts of the Oklahoma GI Council, the Oklahoma Office of Geographic Information and has coordinated the nationally recognized GIS Day at Capitol for the past 16 years. She has a Bachelor and Masters of Science degree in Geography from Oklahoma State University. As a member of SCAUG for 19 years Shellie has served on the SCAUG Board in various positions for the past 14 years as well as held multiple positions in the Oklahoma Chapter of SCAUG. Shellie loves to travel with her family and has been to 46 of the 50 states.
Charles Brady III (Past Chair) - Charles Brady III has been involved with SCAUG for over 15 years. Charles worked for the Garvin County Assessors Office & Carroll Land Surveying while attending college at East Central University. He graduated from East Central University with a bachelor degree in Cartography in 1999 and has worked for the City of Ardmore as the G.I.S. Coordinator since 2000. He has his GISP and is an Honorary Member of the Oklahoma Society of Professional Land Surveyors. During the past 17 years Charles has coordinated and developed in every aspect of a municipal GIS as well as served several regional GIS organizations in various roles. Charles has served actively for many years in various capacities on the Carter County E911 Committee along with other regional committees. Charles also serves as the Municipal Government Representative on the Oklahoma Geographic Information Council. During this time Charles has served on both the Oklahoma Chapter SCAUG Steering Committee & the Regional Board of SCAUG in various positions. Charles & his wife of 17 years Penni have 2 children, a 13 year old son Charles IV & a 10 year old daughter Calin.

Sohail Hasanjee (User Group Meeting Coordinator) - Sohail works as a GIS Analyst for the Oklahoma Natural Gas. He worked with various state agencies for 17 years as a GIS professional. He earned a Bachelor of Architecture degree from NED University, Karachi, Pakistan and a Master of Regional and City Planning degree from the University of Oklahoma. He has been a member of SCAUG for 16 years and served as a user meeting coordinator in the Oklahoma Chapter of SCAUG since 2008.
Joel Foster (Secretary) - Joel has been working in the field of GIS for 6 years as of 2018 and has been a member of SCAUG since starting in the field. He graduated from East Central University in 2012 with a Bachelor’s Degree in Cartography with a minor in computer science. Joel started his employment with the 9-1-1 Association of Central Oklahoma Governments and moved to his current position with Canadian County at the end of 2013 where he works primarily with the Assessor’s Office. Joel received his GISP designation at the end of 2017. He has been involved in the use of GIS in 9-1-1, land management, property appraisal, and emergency management. Joel earned a degree in Music Education in 2009 and drove commercial trucks in 2010 traveling through 45 states before coming to the field of GIS. Joel & his wife Lori have two children and he is quickly learning that being a father might be the only job more fulfilling to him than working in GIS.

Carrie Landgraf (Co-Conference Coordinator) - Carrie Landgraf has over 18 years of professional experience in GIS, spanning careers in local government, small and large consulting firms, and now oil and gas. Currently she is a Senior GIS Specialist for Williams. With Bachelor’s and Master’s degrees in Geography, Carrie has a solid foundation in spatial concepts. She also held the honor of being an Esri Authorized Instructor for 7 years. This is Carrie’s second time serving on the OKSCAUG Steering Committee, and she values the opportunity to support the growth of GIS professionals in the state. Carrie enjoys exploring new places – she has been to over 36 states and has visited 4 other countries. Her other passion is her family; she has been married to Chad for over 15 years, and they have two amazing children.
Madeline Dillner (Co-Conference Coordinator) - "Everything is related to everything else. But near things are more related than distant things.” When one of my professors told us Tobler’s first law of geography in college, I knew I’d found the right profession. I live to find patterns and show them to others. When I was 12 I read the book Life by the Numbers that talked about fractals in nature, and it was intoxicating to me. It taught me that patterns can be observed, noted, and used to make predictions in the natural world. That is, patterns bring order to what seems like chaos. So, this analysis of patterns became a constant, underlying hum in my thoughts throughout my life. Naturally, this led me to geography in college—the study of patterns and arrangements of places and people. Before graduation, I had begun working for the Oklahoma Corporation Commission as a GIS intern, and today I am the Project Coordinator for the OCC Brownfield Program, and I manage the Oklahoma Historical Aerial Digitization Project. I serve on the OKSCAUG Steering Committee as the Co-Conference Coordinator.

James Allen (SCAUG Regional Treasurer) - James Allen graduated from East Central University in 2005 with a Degree in Cartography/Geography. He has been employed as the GIS Coordinator for Carter County, OK for 4 years. James works with many departments throughout the county assisting in their GIS needs and applications ranging from parcel mapping & addressing to emergency management to name a few. He has been a member of SCAUG for 4 years.
Judy Franco (Vendor Coordinator) - Judy Franco has been a SCAUG for over 11 years. She has been a part of the City of Lawton team for over 20 years, where she started out as a programmer/analyst. In 2009, Judy changed her career course by joining the GIS division, while continuing to work with the City of Lawton. After learning how GIS is involved in all aspects of the City of Lawton’s operations, Judy continues to enhance and maintain their GIS data, and providing new solutions to improve the City of Lawton. Along with her GIS duties, Judy provides GIS support to surrounding cities within Comanche County by providing them with an interactive map, while working alongside with the Comanche County Assessor’s Office. She also provides support to the Comanche County Emergency Management Office, in providing GIS information to all Volunteer Fire Departments within the County, and the communities’ first responders.
Judy’s GIS work has allowed her to strengthened Lawton’s connections to the surrounding Federal and County entities.
She has a Bachelor’s of Science degree from Cameron University and a Master’s degree from University of Phoenix in the field of Computer Information Systems.
Judy enjoys camping, hunting and fishing with her family.
