ESSENTIAL JOB FUNCTIONS

·        Reviews, analyzes, and modifies the enterprise Business Intelligence and GIS systems as necessary to ensure minimum disruption to users; monitors log files and system performance metrics; responds to user issues and requests and performing system maintenance as necessary.

·        Analyzes new system requests, defines requirements, prepares detail specifications, and coordinates implementation; develops reports and analytics as needed.

·        Performs supervisory duties including approving of time, ensuring adequate coverage, facilitating team and individual meetings, scheduling tasks, reviewing progress, and training.

·        Assists with user maintenance, including setting up and disabling of users, along with security reviews

·        Performs system upgrades, including analysis of changes, testing, documentation, end user training, and determining usage of new features

·        Investigates, resolves and escalates problems and develops recommendations for resolution.

·        Identifies need for technical assistance to help in problem resolution.

·        Oversees the data quality review process and ensures the data presented is accurate, meaningful, and informational.

·        Researches and encourages use of new and emerging tools and technologies for new solutions when appropriate.

·        Acts as the Scrum Master during Sprint Meetings, Daily Stand Ups, and Retrospective Meetings.

·        Schedules, coordinates and may lead End User Training when appropriate.

·        Provides advice, guidance, encouragement and constructive feedback to staff.

·        Establishes measurable individual and team objectives that are aligned with organizational goals.

·        Documents and present performance assessments.

·        Recognizes and rewards associates commensurate with performance.

·        Accountable for overall data presentation and visualization quality.

·        Performs other duties as assigned.

·       

TYPICAL DECISIONS:

·        Works with business partners within multiple business processes to align technology solutions with business strategies.

·        Supports one or more highly complex business processes, requiring design or integration of technical solutions that may cross multiple functions of the organization.

·        Serves as technical lead.

·        Establishes and maintains liaison relationship with business partners and TS in order to provide effective, accurate, informative visualizations.

·        Seeks opportunities to improve and deepen relationship between TS and business partners.

·        Reviews and approves data presentations/visualizations.

·        Reviews and approves the results of team data presentation/visualization review

·        Approves End User Training Curriculum and End User Documentation for completeness and correctness.

·        Assigns administration and support roles of platforms to staff

·        Manages a team of 6 to 10 BI/GIS Analysts, assigning projects and tasks to maintain project schedules.

·       

KNOWLEDGE AND SKILLS:

Knowledge of:

·        Federal and State rules, guidelines, and regulations; City and Department policies and procedures; supervisory principles and practices; budgeting procedures.

·        Business Intelligence Visualization tools such as Tableau, SSRS, Power BI, R, and others.

·        Geographic Information Systems (GIS) such as ArcGIS, ArcGIS Online.

·        Data Warehouse technologies such as SSAS, RedShift, Hadoop, and others.

·        Programming languages relevant to BI/GIS such as SQL, Javascript, Python, and others.

·        ITIL Principles primarily surrounding Release Management.

·        Agile Methodology

Skill in: Communicating effectively both verbally and in writing; bookkeeping and accounting; managing records and files; establishing and maintaining effective working relationships.

 

EDUCATION AND EXPERIENCE:

Education: Bachelor’s Degree from an accredited college or university in computer science or related field.

Experience: Four years of experience as a Business Intelligence/GIS Analyst or related field. Preferred candidates will have previous experience in leading BI/GIS teams and/or projects.

Any work-related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above specified education and experience requirements

 

LICENSES AND CERTIFICATIONS

Licenses:  Texas Class C driver’s license may be required

Certifications:

·        Six Sigma Green Belt or the ability to obtain within 12 months, and

·        CompTIA Security+ or MTA Security or the ability to obtain within 12 months, and

·        ITIL v3 Foundations (or higher) or the ability to obtain within 12 months

·       

PHYSICAL DEMANDS AND WORKING CONDITIONS:

This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds.

Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
